Count Posadowsky Wehner, the German Minister of the Interior, addressing an important colonial congress at Berlin, insisted that the nation was practicing silent, tenacious perseverance in order to overcome the trying colonial troubles., Professor Hefferich declared that Germany required guns and ironclads to keep open her colonial markets from which she imported and to which she exported. 'British imperialism was trying to set in motion the territorial and political resouices of tbe Empire on behalf of its menaced commercial supremacy.
