Giffen, in giving evidence before the House of Commons Steamships Subsidies Committee, recommendel the establishment of liners to connect all parts of the Empire to. the exclusion of foreign subsidised ships on the coast and trading between Britain and the Colonies unless th&y complied with British rules in the matter of construction, equipment and paid a fine equal to the subsidy received. Mr Giffen remarked that the American Government treated the combine, including the White Star property, as Americans.
