Matters political are in a very unsatiswtory state in Austria. The Ministry nd the leaders of the majority seem bent n increasing the bitterness between them. )r Unger, in particular, the Minister rithout a portfolio, allows his sharp ongue far too much license, scarcely a ay passes on which he doe 3 not ridicule ome highly deserving servant of the State. Incited to anger by this, the Baders of the majority gave free vent to heir indignation and ill-humor, and so he most violent passages at arms take •lace in the Ministerial camp. The budget and the Church Bills have given ise to these disturbances. Among the Jltramontanes also things have taken a urprising turn. Thirty-two bishops and rclibishops, who are now in Vienna, lave sent an address to the members of he Upper House, in which they totally lisavow the Pope's encyclical letter and he hoetility shown by the Ultramoutanes >f the L->w»*r H>nisf. Although a protect ■^rtinat the Church Bills, this memorial ligue<l tiy ttw bishops is in reality a justi ScHfcion of them. The Foreign OffiCf, too, lias undergone a change, for what was formerly obstinately contested is now openly idmitted. The old traditional policy of 9kUßtria in the East ip relinquished, and replaced by an approach to the Russian policy.
