KAIAPOI BOROUGH COUNCIL.

The fortnightly meeting of this Council was held on Tuesday evening. Present—The Mayor (Mr Blackwell), Ors. Moore, Fraser, Woodford, Stanton, Smith, May and Pinching, The Mayor reported he had waited upon Mr Bowen, M.H.8., in reference to the sale of the cemetery reserve and the purchase of another site more suitable; also, in reference to the rifle reserve, which Mr Bowen said he would try to have vested in the Council as far as possible. That gentleman had also promised to forward the wishes of the Council in respect of the amendments to the Health Act, Letters were read—From Mr O. O. Bowen, promising to forward the wishes of the Council in respect of the renewal of the swing bridge ; also, acknowledging receipt of the resolutions passed by the Conference of Local Bodies referring to public health matters. From Messrs Matson and Co., forwarding account sales for letting Ashburton reserves and forwarding cheque for £65 18s 6d, being amount of first year’s rent, at 4s 6d per acre on 2000 acres, loss charges for commission. From the Rangiora Borough Council, acknowledging receipt of Public Health Act amendments, and approving of the same. From the sergeant of police, stating his intention, in accordance with the wish of the Council, to prosecute the owners of unregistered dogs, and asking for monthly lists of the dogs registered. From Messrs Garrick and Oowlishaw, forwarding leases for endowment reserves at Ashburton, which it was decided bo duly executed. From Mes 's Burnip, Humphries and Weston, agreeing r .o pay half cost of side channel drain. The surveyor reported that the state of Beach road would necessitate its being deferred till spring. Tenders had been asked for bridge timber for the repairs. Mr Oram had obtained permission to lay asphalt in front of the Pier Hotel, the Council to pay, as by its resolution, one-third of the cost. Sundry drains had been repaired, and the drain near Mr Widowson’s repaired. Ho reported that Messrs Weston, Humphries, and Burnip would agree to pay half coat of tho three chains of concrete side channeling, if they were allowed to drain slops into it. He had tried to find a line of drainage another way through the back premises, but to take a line of drainage back through the premises on North road to Mr J. L. Wilson’s premises would cost £3OO. Persons in other parts of tho town named were in the habit of draining into sWe channels, and ho asked if the Council would enforce the by-law against the practice, or consider it a dead letter, A considerable amount of discussion ensued on the last clause of the report, the opinion of Councillors being that if the bylaw was enforced they would have to provide the drainage in another way than by tho sido channels. Or. Woodford advocated that tho matter bo deferred till tho surveyor had ascertained if a line of drainoge could not bo found through a right-of-way. Cr. Pinching moved —“That tho offer oE Burnip, Weston, and Humphries be agreed to.” Ho maintained they should do something to help those willing to help themselves, and if tho channels were flushed there need bo no objection. The cost of an underground drain, as referred to, bo estimated would bo £SOO. If the Council attempted to forco tho by-law, the people would force a system of drainage. Cr, Stanton seconded. After some discussion it was agreed, on tho motion of Or. Moore, seconded by Cr. Woodford—“ That tho matter be deferred till tho surveyor reports at next meeting.” Cr. Smith moved, Cr. Woodford seconded —“ That notices bo given to the persons draining house-slops into the sido channels to discontinue the same, or tho bylaw would bo enforced ” Some discussion followed, the mover pointing out that ho hoped this would forco on the question of considering a full system of drainage. _ The motion waa carried. Cr, Fraser, chairman finance committee, reported the receipts to be £7O 15s 6d ; the balance in hand £8 11a sd, Accounts, £lB 7s 10d, wore passed for payment. In reply to Or. Pinching, the Mayor said it was a fact that the dark to the Bench had been instructed to grant summonses for hearing in civil cases onco a fortnight. Or. Pinching moved —“ That Mr Bowen be asked to communicate with tho Minister of Justice, pointing out tho inconvenience caused by the alteration in the days of holding the Courts from onco weekly to once fortnightly.” Ho had been asked by several to bring this matter forward, as great inconvenience had been caused by the delays in issuing and hearing summonses of late. The Mayor suggested ( that, tho Council should write to the Resident Magistrate. Cr. Pinching pointed out that the alteration seemed to have been done at tho caprice or whim of the Magistrate. He was oven at the Court on Monday last, and yet held no Court. Or. Woodford seconded. He had a matter which only the Resident Magistrate could entertain, and had boon told by tho clerk he would have to wait three weeks. Tho motion waa spoken to by the other councillors, and carried. It was decided to prosecute persons tampering with floodgates. Or. May gave notice of motion —“ That a poll of burgesses be taken to decide tho matter of raising a loan for drainage purposes.” The Council then adjourned.
