TOKIO, Nov. 1. Championing Manchukuo’s oil policy, the vernacular Press declares that America considers oil of moro importance than naval disarmament. On the other hand, it is stated, Britain appraises the J apanese-Mun-cliukuo position fairly and is beginning to follow Japan’s idea that the abolition of tho naval ration principle is of greater importance than oil. It in felt hero that, with the oil question added to the differences on naval policy, here is considerable doubt whether Tokio and Washingtoucan possibly agree, whereas the Anglo-Japaneso discussions have a more pleasant tone.
