The shipping correspondent of the Morning Post, commenting on the n.vit-iting of tenders for the purchase of the Commonwealth line of steamers, says: This is a practical confession of the inability of a State to run shipping as a commercial enterprise. Shipping is a business, requiring the greatest skill in the hands of experienced private owners. In State enterprise, that personal skill is lacking.
