CZAR WRITES TO KAISER. DENIES THE RUMOR. (Received Alaroli 9, 10.45 p.m.) BERLIN, March 9. The Czar, m a letter to the Kaiser, denies that Russia is arming against Germany and expresses a desire to meet him soon. Nevertheless, the anti-Russian clamour continues and is attributed in some circles to a desiro to precipitate a dissolution with a view to securing a homogenous Reichstag, instead of ono often controlled by the Centre Poles and Socialists.
THE RUSSIAN ARMY. A STILL FURTHER INCREASE. (Received Alarch 9, 10.45 p.m.) PARIS, Alarch 9. “Le Temps’ ” St. Petersburg eorrespondent says the Czar has expressed a desire that the Duma should augment to 111,000 the proposed increase of 90,000 in the Russian Army’s effective strength promised to AL DvTrasse, which, with the increase already voted, would ’ give 408,000 additional men three years lienee.
