Bandits under their leader, who is known as "The White. Volf,” are showing great activity in spite ot efforts to suppress them. Suddenly moving westward, they escaped the zone of operations of the Government troops operating against them. Endeavors are being made to get their leader to accept high commands in the Army, in accordance with the Chinese custom of dealing with valiant malcontents.
