MR BALFOUR’S SPEECH.

Mr Balfour, in a letter in connection with the Whitley election, says : “ I am not surprised that the Radical candidate is a supporter of Homo Rule. The Radicals twica tried to dismember the United Kingdom. Regarding misrepresentation about the big and little loaf and a return to tho days of dear food, the Radicals were blindly indifferent to modern conditions of commerce and the true ideals of empire. They resort to most unscrupulous appeals and groundless fears. If the policy of fiscal reform were to result in restoring the conditions of life amoug the workers prevailing before 1850, it would have no more vehement opponent thaD myself. When I recollect how much our prosperity depends upon marksts for exports, and how much our greatness depends upon binding closer tho various partg of the Empire, I wonder that oven, party passion should make opponents so reckless in dealing with great national interests.”
