REPUBLICAN SYSTEM RELATIONS WITH EMPIRE NEW DELHI, Feb. 25. India’s draft constitution leaves undecided the Dominion’s future relations with the British Commonwealth. A footnote to preamble says: “The question of relationship between this democratic Republic and the British Commonwealth remains to be decided subsequently.” The draft, which is based on Commonwealth constitution and the British Parliamentary system with a few points from the United States constitution, consists of 315 articles and provides for a President and Vice-President of India, each elected for five years by an electoral college of members of both Houses of Parliament. The constitution lays down that all Parliamentary business must be conducted in English or Hindu (a language akin to Hindustani). “Untouchability,” which excludes between 40,000,000 and 60,000.000 low-cast Hindus from society, is to be abolished.
