ITALIAN COLONIES’ FATE LONDON, Feb. 23. The Foreign Minister’s deputies who are discussing the former Italian colonies have reached a fundamental difference on procedure, says Reuter’s diplomatic correspondent. The Soviet .delegation today proposed that interested Governments should aive their views commencing on March 16 before receiving the investigation commission’s report. Britain, France and the T.Trntcd States however, consider that it would he absurd if the interested Governments could not express their views on the commission’s report. The deputies have set no a committee to attempt to reconcile their views.
