WINDS EXTEND THAW
RISE IN TEMPERATURES (1 p.m.) LONDON, Feb. 23. After a night of high winds, it was eight degrees warmer in London at 9 a.m. than yesterday, accelerating the slow thaw. The country temperatures also rose slightly, but snowploughs r".l had to operate throughout the night in many parts to keep roads and rah ways clear. , The slow thaw improved road conditions in most parts of Britain and, tonight, practically all the main roads were open to traffic. Oanditions are still bad in Kent, Sussex, Surrey and several Kent villages have received provisions by sledge.
