EMERGENCY POWERS

QUESTION OF REPEAL “AS CONDITIONS PERMIT’' WELLINGTON, Dec. 8. The progressive repealing of the emergency regulations as far conditions permitted was indicated in the House of Representatives last evening by the Prime Minister, the Rt. Lion. P. Fraser, who reiterated that some regulations would have to remain in force for a period after the war. He was speaking to the Emergency Regulations Amendment Bill—the annual measure by which the Government is empowered to make regulations—and stressed the importance of the Government having that-authority. Mr. Fraser asid that recently a survey had been made of some of the regulations and he had had them classified. There were a limited number of unimportant regulations, some of which could be repealed because their purpose had gone. Others might be repealed when the war with Germany was over and others could be repealed when the war with Japan concluded. Others again would have to remain for a period after the war. The whole position had been examined and there was no purpose in retaining regulations that did not serve an ade- 1 quate purpose. The Opposition, in acquiescing in the passage of,the bill, was not necessarily in agreement with all the provisions, but it was not an occasion, in the dying stages of the session, to have a full debate on the regulations.
