OPEN BREAK

POLICY ON ITALY BRITAIN AND U.S.A. WIDE REPERCUSSIONS (9 a.m.) NEW YORK, Dec. 5. The State Department’s sharp rebuke to Britain reflected resentment over England’s reported fauiire to consult or inform the United States in advance oi its stand against Count Siorza, says the New York Times wasmngton correspondent. It is held that the United States is entitled to suen consideration 'as a member or the Allied Control Commission m Italy, presumably the rebuke may also have repercussions in Rumania and Bulgaria, dominated by Russia, which may be induced to consult the United Stales beiore taking political ction in either country.

The New York Times’ Rome correspondent says the State Departments declaration dropped on Rome like a Y-two missile, temporarily scattering Signor -Bonomi s almost-lormcd goveminent to the winds. The declaiat ion was received with gratification be/ almost all political circles m Rome, but the immediate effect on the political situation is confusing. Clearly the Socialists and Actiomsts are trying to use it as a weapon against Bonomi. However, most political observers feel that Washington’s move is too late to do more than delay Bonomi, who probably will be able to forin a government to-morrow. The Herald-Tribune's London correspondent says “America’s open break with Britain’s policy in Italy and Greece came as a stunning surprise here, although it was known that there was a wide difference _ of opinion, especially on the Italian question. It. is believed that Mr. Churchill or Mr. Anthony Eden will make an early reply. A debate may be demanded in the House of Commons.”
