Black-out Conditions
“The indications, from English cases concerning accidents in blackout conditions, are that a much higher standard of care, is thrown upon motorists and all road users, when travelling under black-out conditions or in restricted lighting areas, and I propose,” said Mr. A. M. Goulding, S.M., at Petone, “to follow the same practice and principles here when dealing with similar cases.”
