U.S. DESTROYERS
OFFERS BY BRITAIN NAVAL BASE SITES WESTERN HEMISPHERE (Reed. Aug. 16. 2.15 p.m.) WASHINGTON. Aug. 15. It is authoritatively stated that Britain has offered to lease naval base sites in British Western Hemisphere possessions to the United States for 99 years in return for 50 or more over-age destroyers. It Is reported that the AttorneyGeneral, Mr. Jackson, expressed the opinion that the existing law would not prohibit trading destroyers if the chief of naval operations certified that they were not essentia) for the defence of the United States.
