ELECTION OF SOVIETS
OFFICIAL CANDIDATES OVER 98 PER CENT. (Reed. Dec. 27. 9 a.m.) MOSCOW, Dec. 26. The first election returns of the local Soviets show that 99.81 per cent of electors voted in Moscow and 98.99 per cent voted for the official candidates. The polling was nearly as high in Leningrad, Kiev and Minsk. The official candidates were elected in all areas
