STRONGER CABINET WISH OF MINISTRY (Reed. Oct. 20, 3 p.m.) LONDON, Oct. 19. Further messages from Sofia relating Jo the Bulgarian Cabinet crisis state that M. Kiosseivanov’s nonparty Ministry resigned to permit a stronger Ministry with a more definite policy to meet the south-east European crisis.
