Rio, said in a speech to-day that the Allies would carry out the blockade of Germany with the utmost vigour. “This may cause difficulties and.privations to neutrals, concerning which we are regretful, but the object is to tnake Germany realise her international dependence m the economic field and convince the people that their happiness can only be realised by peace,” be said.
