DECREE BY HITLER NEW NAZI PROVINCES (Reed. Oct. 21, i2 noon) LONDON. Oct. 20. It was announced in Berlin yesterday that Herr Hitler bad signed a decree for the organisation and administration of tire occupied Polish territory. The system would become operative as from November 1 in the two new provinces. West Prussia and Posen. Greater West Prussia will consist of Danzig, Maricnwerder and Bombcrg (Bydgoszcz), in the former Corridor. Posen will embrace the districts of Posen and Kalisz. The district of Katowice will be added to Silesia, It is reported that Germany is creating an independent State of Poland on November 1 with the capital at Warsaw. The Stale would be approximately the size of Bulgaria. Three million Jews from throughout Poland will be settled in a special dale in the east, the capital of which < to be Lublin.
