TREATY TERMS
IMMEDIATE CONTACT COMMON ACTION INVOKING CLAUSES STEPS TO GIVE AID (Reed. Oct. 21, 9 a.m.) LONDON, Oct. 20. It is explained that the mutual assistance agreement reached witli Turkey provided that in the event of Britain and France becoming involved in hostilities in which Turkey is not obliged to lend assistance under the oact. “Turkey wilt observe at least \ benevolent neutrality to Britain and France.”
The pact is operative from the time of signature. Ratification by each country is expected immediately. Immediate consultation between the three high contracting parties with a ■iew to such common action as might -e considered effective, is provided for n event of aggression by a European Power against another European State in the maintenance of whose independence, or neutrality, one of the Tree Governments had undertaken to assist, or aggression by a European Power which, while directed against another European State, constituted, in the opinion of one of the three Governments, a menace to its own security.
A protocol is included providing that the obligations of tins treaty cannot compel Turkey to take action having, as its effect, or involving .is its consequence, hostilities with the Union of Soviet Socialist Republics.
