ARMED MERCHANTMEN (Reed. Oct. 21, 9 a.m.) WASHINGTON, Oct. 20. The Secretary of State, Mr. Cordell Hull, in a statement yesterday, said that the United States Government is now also considering the problem of armed merchantmen in American territorial waters in the same way as the submarines of belligerent Powers, which, it was announced on Wednesday, would be prohibited from using American ports and American waters. ■Mr. Hull clarified the term territorial as being three miles.
