SOVIET ZONE MUST RETURN, WEST LEADER DECLARES

BERLIN, September I.—Dr Konrad Adenauer,' who was today elected leader of the 139 Christian Democrats in the new West German Federal Parliament and authorised to continue negotiations for the formation of a Government, said that the Soviet zone “belongs to Western Germany and must return.” He added that the return of the Soviet zone would be the primary aim of an “east zone” ministerial portfolio which he proposed for the West German Government.. . Dr Adenauer repeated , his intention of creating such a Ministry in spite of criticism of it by the chairman of the Social Democratic Party (Dr Kurt Schumacher), who said yesterday that it would in effect recognise the Eastern zone as a foreign Power.

Dr Adenauer said that the proposed Ministry would strive to gain popular support both in Germany and abroad, for reuniting the divided country. He hinted that the Ministry would be headed by Mr Jakob Kaiser, formerly the Christian Democrat leader in the Soviet zone. Dr Adenauer also said that the West German Government would watch carefully to see that no nationalistic course was followed.
