AMERICAN APPOINTMENT (Rec. 2 p.m.) WASHINGTON, July 31.
President Truman has nominated Mr. John G. Erhardt as Minister to Austria. This is the first fullfledged post-war diplomatic appointment to the Vienna Government.'
