PREPARATIONS TO'DEFEND SHANGHAI (Rec. 11.30 a.m.) SHANGHAI, July 30. The Government is taking steps to safeguard the Shanghai district from direct assault or uprising from with--1 in, in spite of the assurance by the 1 Communist, General Chou Enlai, that the Chinese Communists had no intention of attacking in the direction ( of the city. Pillboxes are being in--1 stalled in Shanghai’s outskirts and a curfew has been imposed.
