THE AMERICAN PLAN FOR GERMANY LONDON, July 29. Announcing in the House of Commons that Britain had accepted in principle the American offer for economic co-operation between the zones of occupation, Mr. Noel-Baker said that the British authorities in Germany had been authorised to discuss details with the American authorities. He added that it was not intended that this special form of co-opera-tion with the American zone should in any way detract from co-operation with other Allies. The step was not directed against anybody. Mr. Noel-Baker added that the recommendation from the Select Committee that Germany’s coal exports should be temporarily reduced was, from the Foreign Office point of view, almost impossible to accept. It was politically impossible to persuade the French, Belgians and Dutch that a temporary diminution of their imports from Germany would be to their advantage.
