AMERICAN PROPOSAL FOR CHINA PEKING, July 28. Chinese Government and Communist representatives at truce headquarters in Changchun accepted an American proposal for the setting up of two inspection teams which will establish a 20-mile wide “No Man’s Land” along the Sungari river.
