(Rec. 11.20 a.m.) LONDON, July 28. The fate of Germany would be decided at the Paris conference, said the French Premier, M. Bidault, in a speech at a resistance rally. France, he said, would approve of measures to constitute a basis of central government for Germany with jurisdiction over the ensemble of German territory, excluding the Saar, but she believed that all such measures would be contrary to the interests of peace and security if they were introduced before German territoty was defined and before the organisatiton of Germany was determined.
