ST. LAWRENCE RIVER. [by cable— press assn.—copyright.] NEW YORK, December 5. Mr. Roosevelt has announced that he will ask. Congress to approve a treaty with Canada regarding the use of the St. Lawrence River and the Great-Lakes for ocean-going steamers. He added that the project would provide new electrical power needed for defence construction and a safe base for the construction of shipping. The project is stated to be comparable in economic value with the Panama Canal, and a vital necessity in national defence. GUNS FOR NOVA SCOTIA. WASHINGTON, December 5. Several score of surplus four-inch and' seven-inch United States Navy guns are being made available to Canada for the fortification of Nova Scotia.

American aircraft manufacturers spent 83,356,000 dollars on plant expansion for defence production in 1940 and- let contracts for an additional 232,188,000 for operations by June.
