DIES COMMITTEE’S BOOK. [BY CABLE. —PRESS ASSN. —COPYRIGHT.] WASHINGTON, November 27. The Dies Committee have issued a “Red Book.” This consists entirely of excerpts from the writings and other statements of Lenin, Stalin and other Communist functionaries. There are writings, speeches, party pamphlets and manifestoes included. The statement purports to refute, the United States Communists’ claims that the Communist Party disassociates itself from the Communist Internationale. The Dies Committee secretary said: This book could serve as the basis for future moves to outlaw the Communist Party. It is intended to establish that the Communists are a party to a foreign conspiracy which is aimed at the destruction of democratic government throughout the world. The Communist Party is not a political party, as it claims to be.

PRESIDENT’S REBUKE. (Received November 29, 9 a.m.) WASHINGTON, November 28. Mr. replying to the Dies Committee’s appeal to tighten up the investigation of Fifth Column activities and to stamp out Communist-in-stigated strikes, declared that Mr. Dies’ methods might defeat the ends of justice by hasty action and premature disclosure of evidence. Mr. Roosevelt also cautioned Mr. Dies against intereference with the President’s and Administration’s constitutional functions. (Witnesses recently claimed that Mr. Dies gathered evidence illegally. Mr. Dies insisted he had no alternative.) AMBASSADOR’S INTERVIEW. WASHINGTON, November 27. The Soviet Ambassador to Washington, M. Oumansky, had a conference with Mr. Sumner Welles, the Assistant Secretary of State, for the first time since M. Molotov went to Berlin. SWISS BAN. LONDON, November 28. The Swiss Radio states: A Swiss decree bans Communist organisations. It prohibits the employment of members of Communist and Anarchist organisations at the Municipal or the Cantonal Government offices.
