MELBOURNE, November 6. November snowfalls in many parts of the State of Victoria form an unusual feature of the weather on the eve of the Melbourne Cup. Cold and wet weather is forecast for to-mor-row. In the city of Melbourne the temperatures to-day were down almost to record levels, the minimum of 40.9 degrees being 10.4 degrees below the normal. A temperature qf 50 has been the lowest ever recorded at Melbourne in November. Snow has fallen' over a ■wide area of the State. Some of the ranges near Melbourne have received a coat of snow six inches deep. '
