SUFFICIENT FOR LONG WAR.

PARIS, November 1. The Minister for Finance (M. Paul Reyhaud), in a speech, said: “We must prepare for a long war, but our financial strength is sufficient. “The return of capital, which started a year ago, has been continuous since the war, and our reserves are now greater than at the outbreak of the war.”
