NO HASTE TO JOIN. [BY CABLE—PBESS ASSN.—COPYBIGHT.] BELGRADE, December 20. M. Jovtitch spent all day in endeavouring to form a Cabinet on a broad national basis; but the former political leaders, mostly declined to negotiate with him, except on the basis of the restoration of the old Parliamentary constitution, the freedom of the press and free speech, with the holding of general elections in the spring. There is practically no hope or these demands being granted immediately. The opinion is expressed, tnerefore, that M. Jovtitch will succeed in forming only a provisional Cabinet.
