SUMMER TIME
PERMANENT OBSERVANCE.

WELLINGTON, August 29. The promised bill to make provision for the observance of summer-time throughout the Dominion, as obtained last year, made its appearance in the Legislative Council to-day. The measuEe, which bears the name of the Attorney-General (Mr. Sidey) provides for the permanent institution of summer-time, commencing this year, the clocks being advanced half-an-hour at 2 a.m. N.Z. standard time) on the morning of the second Sunday in October,. the system ending at the same hour on the morning of the third Sunday in the following March. Similar provision is made to that of last year, in respect to awards or industrial agreements, relating to workers employed in the threshing of wheat, or shearing of sheep, who are to work according to standard time, except in cases whereby mutual agreement summer-time may be adopted. The bill does not affect the use of New Zealand standard time for the purpose of astronomy, meteorology, or navigation.
