LONDON, January 28.

Mr. Baldwin, speaking at Sunderland on the conditions of trade said: “I think there are grounds for sober confidence and moderate optimism. The funding of debts and stabilisation of currencies are helping trade. There is a great harvest in Canada, whose spending pbwer has increased. The’same holds good in Australia.” . Mr. Baldwin went on to appeal to those who hold the destinies of the coal industry in their hands, “not to play’ fast and loose.” He commended the example of Lord Londonderry and suggested that both sides to the' coal dispute should place their cards on the thble rather than have the facts dragged out. The Premier urged employers and trade union leaders to visit America frequently, and there study the methods that were enabling workers to enjoy higher standards of life than elsewhere in the world. This would be infinitely more profitable than studying the methods of Moscow.

Alluding to the portents of , trade improvement, Mr Baldwin said that since the imposition of the silk duties fifty new silk companies had been registered in Britain, Many Continental firms had arranged to build factories in Britain, which after America, is the largest producer of artificial silk in the world.
