BABY AMERICANS. NEW YORK, July 23.' The Immigration Commissioner has ruled that babies bom at sea on ships bound to America, hereafter, will be classed as American citizens. CANADA’S ENVY OTTAWA, July 23. The “Ottawa Journal,” commenting editorially on Mr. Massey’s recent Budget, showing a substantial surplus, says it hopes that Mr. Mackenzie King (Canadian Premier), when .in London for the Imperial Conference, will take occasion to inquire from Mr. Massey how rigorous economies in Governmental finances can be instituted, in order that Canada too, may profit thereby. The newspaper adds : “If a parallel zeal for efficiency and economy found a harbourage in the bosoms of Canadian rulers, producing parallel results, Canada’s national debt would be decreased by £IOO,OUo. 000.” SPAHLINGER REMEDY. LONDON, July 23. The “Evening Standard” states that a big step towards financial arrangements for obtaining the Spahlinger treatment in England will be taken this week. One obstacle has been the existence of an agreement by which the distribution of serums and vaccines would be controlled by one man, who had provided money for research. The latter has now offered to cancel this. Dr. Spahlinger, in return for Government financial assistance, is therefore willing to supply 50 per cent of his serums and vaccines for use in England.
