The Kaiser, in a speech at Hamburg, referring to the former decline in the Old Hanse towns, said that things had now changed. Thanks to his grandfather’s creation of the Empire, a merchant was assured of protection by the flag ; but while the flag must fly in his honor it must not be raised in a light spirit where its defence was not assured.
Hence his restraint in spreading the flag to places where it was longed for by raanv. ,
As long as ho reigned he pledged him self to follow where the merchant led.
