The Premier, in reply to questions, denied that there was any secret engagement entailing on Britain an obligation to render military or naval assistance to any other Power. Regarding the possibility of keeping Parliament closer in touch with foreign affairs, he had not seen any practical proposal consistent with the maintenance of the undivided responsibility of the Executive. Mr Noel Buxton, presiding over the newly constituted Liberal Foreign Affairs group resolved on urging the Government to take steps to have an understanding with Germany.
