Sir R. McKenna, has promised to consider a suggestion to issue an •x----planation of the status of responsible police compared with the _ proposed volunteer force. He added in reply to a question that nobody was entitle ! to assume police functions although it was all the citizen’s duty to assist in maintaining the law. The volunteer force have no powers different from ordinary citizens.
