CAPETOWN, September 26. The Times states the Anstro-Chinese Bank of a million sterling is forming with headquarters in Vienna, and branches in China similar to the lintsch, Asiatische Bank in Berlin. It will probably serve as a satellite to the latter in furtherance of German commercial and political interests. TRANSVAAL MINERS. PRETORIA, September 26—The Transvaal has appointed a Commissioner to enquire into the safety of miners travelling in nafts.
