Scores of towns and villages have been, sacked and looted. The erstwhile Shantung army has become a leaderless rabble.
Chang Cluing Chang the Provincial Covernor commending the Shantung forces is reported to have fled to Tsingtao where he had previously sent his family and had deposited seven million dollars with, the foreign hanks.
