BAD OUTLOOK FOR EUROPE.
EQUILIBRIUM NOT REACHED
Paris, August 25. The atmosiipcre of ’Oordiulity at llio opening of tlie International Parliamentary Union was rudely dispelled by tlio speech’of Herr Locbe, President of the German -Reichstag. M. Poincare had no sooner welcomed the delegates than Herr Loobo arose and declared that distrust was worse than bate. It’ France was willing to say that after 1927 not a. single French soldier would remain in German territory, it would serve the cause of humanity. Herr Locbe sat down amid silence. The secretary-general’s report was pessimistic on the European political outlook. There were, lie said, many centres of irritation in Central Eurocp, tlie Balkans, the Adriatic and the Mediterranean-, but the worst feature was that Europe had not reached the equilibrium enabling it to face the future with confidence. He admitted that the economic centre of the world was passing to Amelia. He praised the work of the British Imperial Conference which he said was a rieiv example of the British peoples’ wisdom and spirit of accommodation.
