A Berlin telegram states that the Haytian Charge d'Affaires in Ger-
many has been given his passports because a Note which he handed to tl.s Foreign Department protesting against the sinking of Haytian ships by Germany was "couched in an unusual form," and demanded guarantees without allowing time for "the charges to be examined. German interests in Hayti are very large, says Router. The railways, the tramways of Port au Prince, and the only glass factories in the island are all under German control. Besides this, all the principal banking houses arc either frankly Gentian or are subsidised by German capital.
