Nothing in the report justified his resignation.. Vndoubtedly the report showed mismanagement. Thousands of gallant-lives had been lost under conditions of unspeakable torture. Either the system were blameable, perhaps both. If }± or the individuals working upon it were the individuals they should be punished, but they were entitled to a fair judicial investigation. It would haye'been unfair had 'the Government sjcted upon the report. It the House desired a statutory committee of inquiry the Government was prepared to propose one. It vyas absolutely indefensible that the House and the Government should be discussing sych_ a matter, He begged the House to rise above these things, and say to tlie Government, "Get ou with tho war."

London, July 14. The Admiralty reports that H.M.S. Vanguard, while anchored, blew up on the night of the 9th as the result of an internal explosion. She sank immediately. There >yere three survivors—toyo men 'and ah officer, but the latter has since died. Ninety-five of the crew (724 officers and men all told) were absent from tjie ship at the 'time of "the explosion.
