SITUATION MUCH IMPROVED

Miliukoff, Foreign Minister, addressed a mass meeting of thoso antagonistic to him, and gained a personal triumph. He assured them that tho Provisional Government would never strike Russa's name off the list of Allies. He did not fear for himself, but feared for Russia. The Government would never consent to a separate peace. Significant and prolonged cheering greeted the statement that a separate peace would never be permitted. The situation has greatly 'niprowi.
