Viscount Gladstone, with tho Prime Ministers of the Cape, Natal, Orangia, and the Transvaal, and many politicians and citizens, farewelled Lord Selbourne aboard the Armadale Castle at Cape Town. Tho scene was a striking one. Newspapers pay a tribute to Lord Selbourne's unfailing impartiality, and declare that ho has striven to obliterate racial prejudices and divisions. An informal conference of the various South African Ministers is proceeding at Cape Town. It is "expected that Viscount Gladstone will confer with the eladsr today. There is a strong feeling that the Premiership question must be settled without delay. Viscount Gladstone will be shown in at the Government House.
