Haldane, speaking at North Berwick, said a general election was not far off. Thore were discordant voices in the House of Commons and he would be a hold man who could be certain whether the majority were for or against the Budget. The veto legislation was a stepping stone to something bigger—the .reform of the second chamber. Liberals must not stop at the veto, otherwise when the Conservatives were returned to power they would r-epeal the veto legislation.
