[BT ELECTRIC TELEGRAPH — COPYRIGHT. } LPEB PRESS ASSOCIATION.] THE NAVIGATION BILL. (Received Maroh 18, 10.30 a.m.) Melbourne, March 18. A despatch from tho Colonial Office and a memorandum from the Board of Trade with regard to the Navigation Bill, laid on the table of the Senate, states that insofar as the Bill conforms to the resolutions of the Navigation Conference, tho Imperial Government are in full accord with its provisions, and desires to put it on record that every dominion has full power to regulate not only the vessels registered in that possession, but also vessels engaged in the coasting trade. In certain cases, .however, legislation proposed went beyond that limit, by purporting to regulate, vessels which aid not engage in coasting trade, . and on vessels while on the high seas, before or after engaging in coast al trade. The hope was expressed that tho Commonwealth jvould find it possible to giv% effect to the suggestion contained in tho Board of Trade's memorandum. "BOBS" ON DEAKIN. Adelaide, March 18. A resident in the city has received a letter from Lord Roberts, who says he is delighted at the line Premier Deakin has adopted in connection with the defence proposals and hopes they are to be carried. THE WHEAT HARVEST. Melbourne, March 18. Statistical returns of the wheat harvest show the actual yield to be 12,100,880 bushels, an average of 6.55 exportable, with a surplus of a little Dyer 4,000,000 bushels. PRESIDENT ROOSEVELT. A suggestion is mooted to invite President Roosevelt to accompany the American fleet.
