The Kaiser and the Czar. Received August 81, 8.80 a.m. London, August 80. A rumor is current in Portsmouth (U.S.A.) that a secret agreement is behind the treaty of peace which assures the Japanese some compensation. Paris, August 30. The Figaro says that a high functionary in the Russian Foreign Office states that the Czar originally wanted peace at any price. His change of opinion was entirely due to the Kaiser, who declared that if the concessions exceeded a certain limit Japan would draw a conclusion damaging to the prestige of all the European Powers.
