M. de Witte's Masterful Diplomacy.
Received August 31, 7.37 a.m. London, August 28. The New York correspondent of the Times says M. de Witte performed a wonderful feat in convincing tbe Japanese that Russia's terms were irrevocable, and Japan's sole alternative was either to withdraw the indemnity or to continue the war. It adds that Baron Komura was almost in a state of collapse, and was overruled from Tokio in favor of the policy of Eaneko, who was the Marquis Ifco's agent-, but who went to the Conference with the heroic spirit of his ancestors, whose self sacrifice was the only one form of patriotism.
